Senator Salo moved that a Finance referral be added to SENATE                  
CONCURRENT RESOLUTION NO. 23 Relating to long range                            
financial planning.  Senator Halford ruled the motion out of  order.           
                                                                               
Senator Salo moved and asked unanimous consent to return to                    
Unfinished Business.  Without objection, it was so ordered.
